We’re delighted to be working exclusively in partnership with Portsmouth City Council to recruit an HRA Development Projects Manager into their Capital Projects team.
This is an outstanding opportunity to lead the delivery of an ambitious residential development programme, helping to create over 1,000 new homes across Portsmouth. Working within the Housing, Neighbourhoods and Building Services Directorate, you’ll lead a highly experienced Development Projects team delivering schemes ranging from £3m to £100m, creating sustainable communities and affordable homes for local residents.
Role and Responsibilities of the HRA Development Projects Manager:
- Lead and manage the Development Projects team delivering Portsmouth City Council’s new build housing programme
- Oversee residential development projects from feasibility through to completion
- Act as the client’s representative, providing technical advice and strategic project leadership
- Manage project budgets, programmes, consultants and contractors across multiple developments
- Lead procurement strategies, framework agreements and consultant appointments
- Support the Head of Capital Projects in service delivery, workforce planning and resource management
- Manage projects including general needs, adapted, sheltered and supported housing developments
- Ensure projects are delivered to the highest standards of quality, sustainability and value for money
- Build strong relationships with councillors, stakeholders, consultants and internal departments
Skills & Experience:
- Degree qualified in Building Surveying, Architecture or a related construction discipline
- MRICS, RIBA, ARB or equivalent professional qualification (or significant relevant experience)
- Proven experience leading complex residential or mixed-use development projects
- Strong leadership experience managing multidisciplinary teams
- Extensive knowledge of JCT and NEC contracts, procurement and project delivery
- Experience managing significant capital budgets and multiple stakeholders
- Strong understanding of planning, building regulations, fire safety and CDM Regulations
- Commercially aware with excellent communication and client management skills
- Full UK driving licence
Salary & Benefits:
- £60,906 – £68,200
